Internet explorer is the well-known web browser which comes with the Windows OS and is used for surfing the internet and browsing web pages.Internet explorer was initially released as an add-on package for Windows 95 and the early versions came with a simple looking interface and retro icons. By the time version 2.0 was released IE was part of Windows 95, Windows NT 3.5, and NT 4.0 operating systems; version 3 included support for internet mail and news and the windows address book, unfortunately however this version came with many security and privacy issues which resulted in users reverting back to IE2. IE8 released in 2009 made security its priority and enhanced the RSS and CSS support. The 2011 release of IE9 saw little changes in-terms of UI and functionality. Its main improvements are to the performance of web applications and graphics making use of hardware acceleration using Direct2D and DirectX. You should download Internet Explorer if you're a very basic internet user. If you prefer paper books to Kindles, and writing letters to texting, this browser will be up your alley. You can watch videos, but after testing a few on YouTube, switching to another tab and then back again would cause the browser to crash. Avoid websites with a lot of ads and graphics, as those will make IE crash as well. This browser has come a long way in terms of speed with most sites loading in about three seconds or less. With that said, there are more things that you can't do than what you can, especially if you're trying this browser out after using others like Firefox or Chrome. No extensions, no heavy downloading, and playing browser games is nearly impossible for an extended amount of time.

My apologies for the late reply. I have been extremely busy lately. I am not sure I understand your problem. What do you mean that all downloads only work with newly installed servers? When you download a language pack as described in the section -windows-languages-and-language-packs/#ObtainWindows10LP, you are not able to install this on an already installed server or W10 machine? And in your second remark, if I understand it correctly, you say that after you install Windows updates the already installed language packs do not work? Could you please elaborate on these issues? Which Windows version are you using? The more details you can provide the better.
